  • New Additions: Kelowna added 8 new occupations this year, leaning heavily into office administration, medical labs, and cabinetmaking.
  • Removed Occupations: 8 roles were dropped from the priority list, including Chefs, Cleaners, and Veterinarians.

Located in the heart of British Columbia's stunning Okanagan Valley, the city of Kelowna is utilizing the Francophone Community Immigration Pilot (FCIP) to grow its French-speaking population and fill targeted labor gaps.

For French-speaking foreign nationals, the FCIP is an incredibly powerful tool. It allows you to bypass the ultra-competitive federal Express Entry system and secure Canadian Permanent Residence (PR) directly through a community recommendation. For 2026, Kelowna has adjusted its labor strategy, introducing a new priority sector and swapping out 8 targeted occupations.

1. The 6 Priority Sectors for Kelowna in 2026

To qualify for a community recommendation under the FCIP, your job offer must fall within one of Kelowna's designated priority sectors. These are overseen by the British Columbia Economic Development Corporation (SDECB).

The 6 open sectors for 2026 are:

  • Sales and service
  • Trades, transport and equipment operators
  • Education, law and social, community and government services
  • Health
  • Natural and applied sciences
  • Business, finance and administration (New addition for 2026)
Strict Sector Quotas:
Kelowna places hard limits on certain sectors. For the Sales and Services sector, the SDECB will issue a maximum of 10 community recommendations for the entire year (and no more than 2 per NOC code). For the Trades sector, each occupation is capped at a maximum of 3 recommendations.

Kelowna has identified 25 specific National Occupational Classification (NOC) codes as highly in-demand. If you secure a job in one of these fields, your application will be prioritized. The 8 occupations in bold are brand new additions for 2026.

The 8 Occupations Removed for 2026:
Kelowna is no longer prioritizing the following roles: Chefs (62000), Construction trades helpers (75110), Food and beverage servers (65200), Food service supervisors (62020), Light duty cleaners (65310), Customer/information services representatives (64409), Retail sales supervisors (62010), and Veterinarians (31103).

3. Finding a Designated Employer

To participate in the FCIP, you cannot just get a job offer from any company in Kelowna; it must be an employer officially "designated" by the SDECB.

Currently, there are roughly 40 designated employers in the Kelowna region. Furthermore, the city strictly prohibits job offers from fast-food restaurants, convenience stores, gas stations, vape stores, and cannabis stores. The offered wage for these positions must also range between $21 and $28 per hour minimum.

4. How the FCIP Intake Periods Work

Kelowna will hold seven intake periods in 2026, beginning in June. Each intake window will remain open strictly from the 15th to the 30th of each respective month. During this window, your designated employer will submit your recommendation to the SDECB for review.

5. Mandatory Federal FCIP Requirements

Even if you secure a job offer and the community recommendation, you must still pass the federal government's baseline eligibility requirements to get your PR visa:

  • French Language: You must prove French proficiency at an NCLC Level 5 across all four language abilities (reading, writing, speaking, listening).
  • Work Experience: You must have at least one year of related work experience within the past three years. (TEER 0/1 jobs require TEER 0-3 experience; TEER 2 jobs require TEER 1-4 experience; TEER 3/4 jobs require TEER 2-4 experience; TEER 5 jobs require experience in that exact 5-digit NOC).
  • Education: A Canadian high school diploma or a foreign equivalent with a valid Educational Credential Assessment (ECA).
  • Settlement Funds: You must prove you have enough money to settle in the community (starting at $10,507 CAD for a single applicant). Note: If you are already working in Canada on a valid work permit, you are exempt from this requirement.
The Bonus Work Permit:
If you receive a community recommendation for the FCIP, you are eligible to apply for a special 2-year LMIA-exempt work permit. This allows you to immediately move to Kelowna and start working for your employer while IRCC processes your Permanent Residence application.
