Pictou County’s designated RCIP area is broad. It includes the Pictou Landing First Nation, the Municipality of Pictou County, and the towns of New Glasgow, Pictou, Stellarton, Trenton, and Westville.

To qualify for a community recommendation, your job offer must fall within one of these six priority sectors:

The 14 Occupations Removed in 2026:
Pictou County's labor market has shifted. If you work in one of these fields, you are no longer prioritized in this region: Plumbers (72300), Restaurant managers (60030), Retail sales supervisors (62010), Database analysts (21223), Pharmacy technicians (32124), Plasterers/drywallers (73102), Printing press operators (73401), Residential installers (73200), Roofers (73110), Sheet metal workers (72102), Telecom technicians (72205), and specific woodworking/rubber machine operators.

3. How to Get PR Through the Pictou County RCIP

Unlike the federal Express Entry system, you cannot simply create a profile and wait. The RCIP is entirely employer-driven. Here is the step-by-step process:

  1. Get a Job Offer: You must secure a full-time, non-seasonal job offer from an employer in Pictou County who has been officially "designated" by the community to participate in the RCIP.
  2. The Community Assessment: The employer submits your file to Pictou County for a community recommendation. The community scores your application based on your occupation, work experience, language proficiency, and ties to the region.
  3. Selection: The highest-ranking candidates in the pool are selected at the end of each month.
  4. Apply for PR: Once you receive the official community recommendation, you submit your Permanent Residence application to Immigration, Refugees and Citizenship Canada (IRCC).

4. Mandatory Federal Eligibility Requirements

Even with a job offer and a community recommendation, IRCC will refuse your PR application if you do not meet the strict federal baseline criteria for the pilot program.

  • Work Experience: You must have at least one year (1,560 hours) of related work experience within the past three years. This experience must align with the TEER category of your job offer.
  • Education: You need a Canadian high school diploma or a foreign equivalent accompanied by a valid Educational Credential Assessment (ECA).
  • Language Proficiency: Your required CLB level depends on your job offer. TEER 0/1 jobs require CLB 6. TEER 2/3 jobs require CLB 5. TEER 4/5 jobs require CLB 4.
  • Settlement Funds: You must prove you have sufficient funds to support yourself and your family when you arrive (starting at $10,507 for a single applicant).
