Hiring foreign talent in Quebec just became significantly more complicated for tech and engineering firms. The province has officially updated its 2026 list of occupations eligible for simplified Labour Market Impact Assessment (LMIA) processing.

Under the Canada-Quebec Accord, Quebec has special authority to dictate its own labour market needs. In this latest shift, the province is pivoting its fast-track processing away from white-collar tech roles and doubling down on healthcare, specialized trades, and transport/aviation professionals.

1. The 30-Day Grace Period (Act Fast)

If you are an employer in the process of submitting an LMIA for one of the removed occupations (like a Software Engineer or Transport Truck Driver), you have a very narrow window.

Deadline: March 26, 2026
Quebec has implemented a strict 30-day grace period spanning from February 24 to March 26, 2026. If you submit a simplified LMIA application for a removed occupation within this window, it will still be processed under the old, expedited rules.

2. The "Axed" List: 19 Occupations Removed

The tech industry and certain heavy transport sectors are the biggest losers in this update. If your job is on this list, your employer must now undergo the standard, lengthy, and rigorous LMIA advertising process to hire you.

  • 72404: Aircraft mechanics and aircraft inspectors

5. Mandatory CAQ and The New French Rule

Even if your occupation is on the expedited list, Quebec requires an extra step. Before applying for your federal work permit, you must obtain a Quebec Acceptance Certificate (CAQ). The province aims to process between 43,400 and 63,700 CAQs through the TFWP in 2026.

Important French-Language Update:
As of late 2025, a strict new language rule applies. If you are applying for a CAQ under the TFWP and have already accumulated three years of work experience in Quebec, you must demonstrate spoken French-language proficiency at an NCLC Level 4.
*Note: Quebec implemented a 3-year grace period for foreign workers already in the province, and certain sectors (like agriculture) remain exempt.
