Qatari Citizens Gain Visa-Free Travel to Canada (November 25, 2025)

In a major development announced on November 25, 2025, Immigration, Refugees and Citizenship Canada (IRCC) confirmed that citizens of Qatar are now exempt from the requirement to obtain a Temporary Resident Visa (TRV) to enter Canada. This change took effect immediately.

This policy shift streamlines travel for Qatari nationals, offering a significant improvement in efficiency for business, tourism, and short visits.


1. The New Travel Requirement: Electronic Travel Authorization (eTA)

Qatari citizens are now required to obtain an Electronic Travel Authorization (eTA) before boarding any flight to Canada [user input].

Key eTA Details

  • Cost: The eTA application fee is minimal at $7 CAD.
  • Application: The process is entirely online, requiring only a valid passport, a form of payment, and an email address.
  • Validity: An approved eTA is electronically linked to your passport and is valid for up to five years or until your passport expires, whichever comes first [user input]. This permits multiple entries into Canada during its validity period.
  • Existing Visas: Qatari nationals who already hold a valid TRV (Visitor Visa, Work Permit, or Study Permit) may continue to use that document until its expiry.

Note: If you are traveling to Canada to work or study for more than six months, you still need a Study Permit or Work Permit. However, your eTA will be issued automatically with your permit application and does not require a separate fee.


2. Strategic Rationale: Strengthening Bilateral Ties

This visa lifting is part of a broader, deliberate strategy by Canada to deepen its relationship with Qatar, focusing on mutual economic and cultural benefits.

  • Trade and Investment: The policy aims to strengthen opportunities for business and investment, supporting economic diversification in sectors like clean energy, agribusiness, and critical mineral mining. Bilateral trade between the two nations exceeded $325 million CAD in 2024.
  • Air Travel Expansion: The visa exemption follows the 2024 update to the Canada–Qatar Air Transport Agreement, which significantly expanded air travel frequency between Toronto and Doha to seven flights per week.

As stated by the Minister of Immigration, Refugees and Citizenship, Lena Diab, “Lifting visa requirements is an important step in our relationship with Qatar… Not only will it strengthen opportunities for business and investment, it will deliver economic benefits at home and abroad, while also deepening the strong ties between our two countries”.
