As of today, July 28, 2025, the federal government has commenced the distribution of Invitations to Apply (ITAs) to permanent residents and Canadian citizens interested in sponsoring their parents or grandparents through the Parents and Grandparents Program (PGP). These invitations will be allocated via a lottery system.

Prospective sponsors will receive notifications at the email address provided in their initial interest-to-sponsor form submitted in 2020. This article provides a detailed overview of the eligibility criteria and the application process for the PGP.

Eligibility for Invitations in the 2025 PGP Cycle

For the 2025 intake, the federal government will extend ITAs to prospective sponsors who meet the following conditions:

  • Submitted a fully completed interest-to-sponsor form in 2020.
  • Have not received an ITA in previous intake years (2020–2024).

Immigration, Refugees and Citizenship Canada (IRCC) plans to issue 17,860 ITAs over the next two weeks, with an objective of approving 10,000 complete PR sponsorship applications. Please note that eligibility to receive an ITA is distinct from the eligibility to sponsor, which must be demonstrated during the application process.

Application Process

Account Creation and Login

Upon receiving an ITA, sponsors will need to manage two distinct applications:

  • Sponsorship Application: Where the sponsor applies to undertake the sponsorship role.
  • Permanent Residence Application: Submitted by the parents or grandparents for permanent residence.

The principal applicant (the individual being sponsored) is required to submit both applications online via the PR Portal. If a paid representative is involved, they will utilize the Representative PR Portal for submission. In cases where multiple parents or grandparents are applying as principal applicants, each must establish their own portal account and submit individual applications. Special accommodations can be arranged for those unable to apply online.

The principal applicant must upload the sponsor’s completed PDF forms to their online application and electronically sign the entire submission, including for any family members, via the PR Portal. Canadian citizen sponsors are required to submit proof of citizenship.

All fees must be paid online. The PGP typically begins at $1,205, with the following fee structure:

Additional third-party fees may apply for medical exams and/or police certificates, depending on your circumstances. Consult the instruction guide to determine applicable fees.

Submission of Online Application

Prior to submission, ensure the following:

  • All form questions are fully answered.
  • The application is electronically signed with your full name as per your passport.
  • The fee payment receipt is included.
  • All required documents are uploaded.
  • A copy of your ITA letter is attached in the “Required documents” section.

Should the application be incomplete, IRCC will issue a request for missing documents, allowing 30 days to respond. Failure to comply within this period will result in the application being returned and unprocessed. Post-submission, you can track your application, submit updates, and manage your parents’ or grandparents’ application as their sponsor. Current processing times are available on IRCC’s website.

Submission of Additional Information During Processing

Following application submission, IRCC will request the following from the principal applicant and family members:

  • Medical Exams: Instructions will be provided after a complete PR application is received.
  • Police Certificates: Valid for one year; updated certificates may be needed if processing exceeds this period.
  • Biometrics: After paying the biometrics fee, a letter will request fingerprints and photos for individuals aged 14–79, to be completed within 30 days at a designated site with the letter and passport. An extension can be requested via the web form if needed.

Applications will be returned if incomplete, unpaid, uninvited, or submitted past the ITA deadline. Sponsors and principal applicants must keep all personal information current using IRCC’s web form to report changes.
