New PR Categories Added to Express Entry on 18 February 2026

Executive Summary: 2026 Category-Based Selection Updates
On February 18, 2026, Immigration, Refugees and Citizenship Canada (IRCC) fundamentally shifted the Express Entry landscape by adding four new PR categories. If you are struggling with high CRS cutoffs, these new targeted draws are your best pathway to PR.
- New Categories: Researchers & Senior Managers, Transport (Aviation focus), Military Recruits, and Medical Doctors (Canadian exp).
- Retained Categories: French proficiency, Healthcare, Trades, STEM, and Education.
- The Big Change: A massive focus on candidates who already possess Canadian work experience in these specific roles.
New PR Categories Added to Express Entry for 2026: The Complete List
The rules of Canadian immigration have just been rewritten. On February 18, 2026, Canada’s Minister of Immigration, Refugees and Citizenship, the Honourable Lena Metlege Diab, announced a highly anticipated update to the Express Entry system. In a bid to strengthen the International Talent Attraction Strategy and stabilize the economy, IRCC has introduced a slate of brand new Category-Based Selection draws for 2026.
With general TR to PR pathways remaining highly competitive, qualifying for one of these targeted categories is now the most reliable way to secure an Invitation to Apply (ITA) with a lower Comprehensive Ranking System (CRS) score.
Find Out if You Qualify for the New Categories1. The Four Brand New Categories for 2026
IRCC is pivoting heavily toward candidates who already have roots and experience inside Canada, specifically in leadership, defense, and high-level research. Here are the newly added categories:
| New Category | Who is Eligible? | Key Requirement |
|---|---|---|
| Researchers | University professors, lecturers, and academic research assistants. | Must have Canadian work experience. |
| Senior Managers | Individuals in high-level corporate and operational management roles. | Must have Canadian work experience. |
| Transport (Aviation Focus) | Pilots, flight engineers, aircraft mechanics, and aerospace inspectors. | 6 months of eligible experience (In Canada or abroad). |
| Military Recruits | Highly skilled foreign military personnel (military doctors, nurses, pilots). | Must have an active job offer/recruitment from the Canadian Armed Forces (CAF). |
Notice a trend? The new categories for Researchers, Senior Managers, and the previously announced Medical Doctors require Canadian work experience. This aligns with the government's push to prioritize candidates who are already contributing to the local economy, making this an unofficial TR to PR pathway for temporary workers and Post-Graduation Work Permit (PGWP) holders.
2. Which Categories Are Staying from 2025?
If your occupation was targeted last year, do not panic. Minister Diab confirmed that IRCC will continue holding invitation rounds for several critical categories established in previous years to fill ongoing labour gaps.
- French-Language Proficiency: Still the most consistent and often lowest-scoring pathway to PR. Candidates must score NCLC 7 or higher across all four language abilities.
- Healthcare Occupations: Including nurse practitioners, dentists, pharmacists, psychologists, and chiropractors.
- Trades Occupations: Desperately needed roles such as carpenters, plumbers, and machinists.
- STEM & Education: While the primary press release highlighted Healthcare and Trades, STEM and Education professionals remain vital to Canada's long-term economic strategy.
3. The "Foreign Medical Doctor" Draw is Imminent
In December 2025, IRCC teased a specialized category for Foreign Medical Doctors with Canadian Work Experience. Today’s announcement officially confirmed that the very first round of invitations for this specific group will take place "in the coming days."
If you are a physician currently practicing in Canada on a temporary work permit, ensure your Express Entry profile is active and fully updated immediately.
4. What This Means for Your PR Strategy
The introduction of these new categories means that the composition of the Express Entry pool is about to shift dramatically. If you are currently in the pool, here is what you need to do:
- Check Your NOC Code: Are you currently listed as a general administrator, but actually performing the duties of a "Senior Manager"? Updating your National Occupational Classification (NOC) code to reflect your true duties could suddenly make you eligible for a category draw.
- Leverage Your Canadian Experience: If you are an H-1B visa holder who recently moved to Canada, or a PGWP holder working as a university researcher, your Canadian experience just became your biggest asset. Ensure your work history is documented perfectly.
- Watch the PNPs: Federal changes often trigger provincial shifts. We expect programs like the Ontario Immigrant Nominee Program (OINP) to align their upcoming draws with these new federal priorities.
