Manitoba RCIP 2026: Priority Sectors & Jobs for Rural Permanent Residence

Executive Summary: Manitoba RCIP 2026
The three Manitoba communities participating in the federal Rural Community Immigration Pilot (RCIP) have officially released their 2026 priority sectors. If you secure a job offer in these regions, you can fast-track your Permanent Residence application.
- Participating Cities: Brandon, Steinbach, and Altona/Rhineland.
- The Big Trend: All three regions have added Natural Resources and Agriculture or Health to their top priorities for 2026.
- The Exception Rule: Even if your specific occupation is not on the top 25 list, you may still be eligible if your job offer falls within one of the broader priority sectors.
Manitoba Regions Release Priority Sectors and Occupations Eligible for PR Under the RCIP
Launched as a permanent solution to severe rural labor shortages, the Rural Community Immigration Pilot (RCIP) allows 14 designated communities across Canada to hand-pick foreign workers for Permanent Residence (PR). In March 2026, the three participating regions in Manitoba announced their strategic priorities for the year.
Unlike the federal Express Entry system, the RCIP is entirely employer-driven. This means your success depends on securing a valid job offer from a designated community employer in an eligible sector. Here is what Manitoba is looking for in 2026.
Assess Your Eligibility for Manitoba RCIP Today1. Altona / Rhineland
The Altona/Rhineland region (comprising the Town of Altona and the surrounding Rural Municipality of Rhineland) has expanded its focus in 2026, officially adding the Health sector to its priority list.
| 2026 Priority Sectors | Application Strategy & Notes |
|---|---|
| First-Come, First-Served: According to the official RCIP website for Altona and Rhineland, community recommendations will be issued on a strict first-come, first-served basis throughout the year. The region has designated 25 specific priority NOCs within these sectors. |
2. Brandon
As Manitoba’s second-largest city, situated on the Assiniboine River, Brandon is a major economic hub. For 2026, Brandon has retained its previous priorities while adding Natural Resources and Agriculture to address growing regional demands.

|---|---|
| Employer Designation: Brandon maintains a regularly updated list of designated employers. Candidates must ensure the employer offering them a job is officially registered with the city's economic development office under one of the 25 priority NOCs. |
3. Steinbach
Tucked away in southeastern Manitoba, Steinbach is one of the fastest-growing cities in the province. Similar to Brandon, Steinbach has identified Natural Resources and Agriculture as its newest critical sector for 2026.

While each of these three regions has published a list of their top 25 specific priority occupations (NOC codes), you are not automatically disqualified if your job isn't on it. You may still be eligible for consideration under the RCIP if you secure a job offer in an occupation that falls broadly under one of the priority sectors listed above, provided the employer is designated.
4. Core Eligibility Requirements for the RCIP
Securing a job offer is just step one. To be approved by the community and subsequently by Immigration, Refugees and Citizenship Canada (IRCC), you must meet strict federal baseline criteria:
Work Experience & Education
- Experience: You must have a minimum of one year (1,560 hours) of related work experience within the last three years.
- Education: You need a Canadian high school diploma or a foreign equivalent accompanied by a valid Educational Credential Assessment (ECA).
Language Proficiency (Tied to Job TEER)
Your language requirement depends directly on the TEER category of your job offer (the second digit of your NOC code):
- TEER 0 or 1 (Management/Professional): Minimum CLB 6.
- TEER 2 or 3 (Technical/Skilled Trades): Minimum CLB 5.
- TEER 4 or 5 (Intermediate/Labour): Minimum CLB 4.
Settlement Funds
Unless you are already working legally in Canada, you must prove you have sufficient funds to support yourself and your family as you settle in the community. For 2026, this ranges from $10,507 for a single applicant up to $27,806 for a family of seven.
Secure Your RCIP Community Recommendation
The RCIP is highly competitive and quota-driven. With regions like Altona operating on a first-come, first-served basis, delays will cost you your PR. Let our experts review your job offer and prepare your application today.
