The Manitoba Provincial Nominee Program (MPNP) continues to operate as one of the country’s most targeted pathways, relying heavily on specialized recruitment initiatives to fill critical labour gaps. In its latest draw on November 21, the MPNP issued 35 Letters of Advice to Apply (LAAs) for provincial nomination, selecting candidates exclusively through various Strategic Recruitment Initiatives (SRIs).

This approach underscores Manitoba’s philosophy: rather than conducting open, high-volume draws based solely on point scores, the province actively selects, interviews, and invites candidates who have demonstrated a direct connection to local employers or communities.


1. The November 21 Draw: Prioritising Exclusive Recruitment

The draw was small but highly focused, targeting pre-screened candidates identified by the MPNP as critical to provincial economic growth.

Express Entry and Draw Compliance

Five of the 35 invitations were issued to candidates who held valid Express Entry profiles and job seeker validation codes. While the MPNP uses its own Expression of Interest (EOI) ranking system (with a minimum required score of 60 points for the Skilled Worker Overseas category), it prioritizes selection based on the strategic fit of the candidate, as identified through these initiatives, over raw EOI scores.

Crucial Compliance Note: The MPNP explicitly warns that candidates may miss an LAA if their language test results are expired (the test must be valid for two years from the submission date) or if they fail to include a valid invitation number associated with a strategic recruitment initiative.


2. Strategic Recruitment: How Candidates are Identified

Unlike other PNPs where candidates simply enter an open pool, Manitoba actively sources and vets candidates through structured mechanisms. You cannot apply directly to an SRI, rather, you must be invited by the MPNP.

A. Employer Services and Recruitment Missions

The largest portion of the recent draw (18 LAAs) was allocated through the Employer Services stream. This initiative facilitates partnerships between the MPNP and Manitoba employers seeking skilled workers to fill specific, chronic labour gaps.

  • Recruitment Missions: The MPNP regularly organises overseas recruitment missions where program officers and Manitoba employers meet potential candidates, discuss job opportunities, and conduct preliminary assessments. Candidates must monitor MPNP announcements and follow specific instructions (such as registration and submission of a résumé) to be considered for these missions.

B. Exploratory Visits: The Formal Connection

An Exploratory Visit is a formalized, prearranged short trip to Manitoba that allows prospective applicants to research job markets, meet employers, and explore communities.

  • Purpose: The main goal is for the candidate to demonstrate a genuine intention to live and settle permanently in Manitoba and for the MPNP to conduct a preliminary interview.
  • The LAA is Key: The visit itself does not guarantee nomination. It is the subsequent Letter of Invitation issued by the MPNP after the interview that establishes the formal “connection to Manitoba” required for an MPNP application.
  • Discretionary Approval: Exploratory visits are initiated and approved entirely at the MPNP’s discretion, not by candidate request alone.

C. Francophone and Regional Integration

The allocation of 8 LAAs each to the Francophone and Regional Communities highlights Manitoba’s focus on:

  1. Linguistic Diversity: Francophone candidates are prioritized to support linguistic communities and often benefit from specific integration services. All applicants must submit valid language test results (CLB 4 minimum for lower-skilled TEER 4 and 5 jobs).
  2. Decentralization: The Regional Communities stream promotes settlement and economic growth outside the highly competitive Winnipeg area.

3. Manitoba’s Nomination Capacity Context

Despite a severe federal reduction in nomination allocations across all PNPs for 2025, Manitoba successfully lobbied for a significant increase.

  • Restored Quota: Manitoba secured an additional 1,489 nominations in October 2025, raising its total allocation for the year to 6,239 nomination spots.
  • Strategic Focus: This increase, which recovered approximately 65% of the province’s 2024 capacity, strengthens the MPNP’s ability to address labour market needs and deliver on its strategic priorities, such as those highlighted in the recent draw.

Manitoba remains one of the most accessible PNPs for applicants with genuine ties to the province. Success is achieved not by high scores alone, but by actively engaging with the province’s official recruitment mechanisms to secure a specific Letter of Invitation.
