Executive Summary: February 26 MPNP Draw

The Manitoba Provincial Nominee Program (MPNP) has conducted a highly targeted draw, issuing 72 Letters of Advice to Apply (LAAs) to skilled workers. Unlike general draws, this round strictly targeted candidates directly invited through Strategic Recruitment Initiatives.

  • Date of Draw: February 26, 2026.
  • Total LAAs Issued: 72.
  • Key Focus: 55% of all invitations went to candidates selected via the Employer Services initiative.
  • Express Entry Tie-In: 11 candidates held valid federal Express Entry profiles.

Manitoba Issues More Invitations to Foreign Workers in Latest Immigration Draw

On February 26, 2026, the Manitoba Provincial Nominee Program (MPNP) held a specialized Expression of Interest (EOI) draw, focusing entirely on candidates who had established direct connections with the province.

Invitations were issued under both the Skilled Worker in Manitoba and Skilled Worker Overseas pathways. However, this was not an open call—only candidates who stated they were directly invited by the MPNP through a strategic recruitment initiative were considered.

Find Out if You Qualify for Manitoba PNP

1. The Draw Breakdown: Where Did the Invitations Go?

The 72 LAAs were distributed across several specialized initiatives designed to fill critical labor gaps and support diverse community growth within Manitoba.

Express Entry Candidates:
Out of the 72 candidates invited, 11 declared a valid federal Express Entry profile number and job seeker validation code. This means they will benefit from a 600-point boost to their Comprehensive Ranking System (CRS) score, effectively guaranteeing a federal Invitation to Apply (ITA) for permanent residence.

2. The End of the Temporary Public Policy (TPP)

You may notice that 7 invitations were issued under the Temporary Public Policy (TPP). This specific policy was designed to facilitate open work permits for prospective PNP candidates under certain conditions to keep them in the province while their applications were processed.

TPP Has Officially Ended:
The federal government sunsetted this temporary policy on December 31, 2025. Manitoba stopped accepting new online Support Letter submissions for the TPP on December 16, 2025. These 7 LAAs reflect the final processing of candidates who secured their eligibility prior to the cutoff date.

3. What Are Strategic Recruitment Initiatives?

Unlike regular PNP streams where any eligible candidate can submit an EOI and hope for a high enough score, Strategic Recruitment Initiatives are proactive. You cannot "self-select" into this category.

The MPNP identifies and invites eligible immigration candidates—both already inside Manitoba and overseas—who can immediately plug critical labor gaps or meet specific provincial immigration goals. These candidates are typically identified through:

  • Recruitment Missions: MPNP officials and Manitoba employers travel overseas or hold virtual events to interview and select candidates directly.
  • Exploratory Visits: Pre-approved visits allowing potential applicants to travel to Manitoba, research communities, meet employers, and be interviewed by program officers.

4. How to Qualify for a Strategic Recruitment Initiative

While the exact criteria can vary depending on the specific mission or community initiative, the MPNP has established a baseline of common eligibility requirements for those hoping to be invited via an exploratory visit or recruitment mission.

To be considered, candidates generally must meet the following five criteria:

  1. Age: Be between 21 and 45 years old.
  2. Provincial Ties: Demonstrate that you do not have a stronger connection to another Canadian province (e.g., you do not have immediate family living in Ontario or past work experience in BC).
  3. Education: Have completed at least one year of post-secondary education or training, resulting in a diploma, degree, or certificate.
  4. Work Experience: Possess a minimum of two years of full-time work experience within the past five years.
  5. Language Proficiency: Provide results from an approved language test (taken within the past two years) showing at least a Canadian Language Benchmark (CLB) level 5 in all four abilities (reading, writing, listening, speaking).
