At midnight (UTC) on March 1, 2026, the "Updated temporary public policy for nationals of Iran in Canada as temporary residents" expired. Consequently, Iranian nationals can no longer utilize this fast-tracked system to secure open work permits or transition easily between temporary statuses.

1. What Exactly Has Expired?

The expiration of this policy removes three major administrative advantages that were previously available to eligible Iranian temporary residents who arrived in Canada on or before February 28, 2025.

While the original 2023 version of this policy waived application and processing fees for Iranian nationals, IRCC had already removed those financial exemptions when the policy was updated and re-implemented on March 1, 2025.

2. The History Behind the Policy

Canada manages a significant portion of its immigration crisis response through temporary public policies. This specific policy was originally introduced in February 2023 in direct response to the severe civil unrest and human rights violations in Iran following the tragic killing of Mahsa Amini in September 2022.

By offering open work permits and status extensions, the Canadian government provided a safe haven for Iranians who were already inside Canada and fearful of returning home.

This approach mirrors other recent humanitarian measures IRCC has implemented to assist individuals displaced by geopolitical conflicts in regions such as Ukraine, Haiti, Gaza, and Sudan. However, as the name implies, "temporary public policies" are designed to eventually sunset.

With the special measures officially closed, Iranian nationals currently in Canada must immediately begin strategizing their next steps to avoid falling out of status.

A. Transition to a Standard Work Permit

If you are currently working, you will need to transition to a standard work permit before your current open work permit expires. This means either:

  • Having your employer apply for a Labour Market Impact Assessment (LMIA).
  • Securing a role that qualifies for an LMIA-Exempt Work Permit (such as Francophone mobility, intra-company transfers, or significant benefit categories).

B. Apply for Permanent Residence (PR)

The ultimate goal should be transitioning from temporary to permanent status. If you gained skilled work experience in Canada while holding your special open work permit, you may now be highly competitive for PR.

PR Pathways to Explore:
Express Entry (CEC): Use your accumulated Canadian work experience to apply under the Canadian Experience Class.
Category-Based Draws: Ensure your profile is optimized for the new 2026 Express Entry Categories (like Healthcare, STEM, or the new Transport/Manager streams).
Provincial Nominee Programs (PNP): Look to the province you currently reside in for targeted nomination streams.

C. Humanitarian and Compassionate (H&C) Grounds

If you do not qualify for an economic immigration pathway and returning to Iran poses a significant risk to your safety, life, or establishment, you may consider an application for permanent residence on Humanitarian and Compassionate grounds. However, these are highly complex, discretionary applications that require substantial legal evidence.
