IRCC Enhances Transparency for Refused Applicants

Applicants facing refusals for work, study, or visit applications to Canada can now benefit from increased transparency, as Immigration, Refugees and Citizenship Canada (IRCC) has introduced detailed “officer decision notes” effective July 29, 2025. These notes are already being included with refusal letters for certain cases.

Applications Eligible for Officer Decision Notes
Currently, officer decision notes accompany refusal letters for the following temporary resident applications (including extensions):
- Temporary Resident Visas (TRVs), excluding electronic travel authorizations (eTAs) and Temporary Resident Permits (TRPs).
- Visitor records.
- Study permits.
- Work permits.
IRCC plans to expand this initiative to additional application types in the future. However, foreign nationals who submitted applications via the new IRCC Portal are not yet eligible to receive these notes.
Delivery of Officer Decision Notes
IRCC will automatically include officer decision notes with the refusal letter, requiring no additional request from the applicant. The department may redact certain portions of the notes on a case-by-case basis due to security, privacy, or other considerations. These documents will be sent to the applicant or their authorized representative.
Accessing Further Details with GCMS Notes
For those seeking more comprehensive insights into their application or refusal decision, IRCC offers Global Case Management System (GCMS) notes. Unlike officer decision notes, GCMS notes must be requested through an Access to Information and Privacy (ATIP) request, Canada’s equivalent to a Freedom of Information request.
Understanding GCMS Notes
GCMS notes are official records maintained by IRCC, encompassing application details, officer observations, and processing updates. They provide the most detailed view of the department’s decision-making process available to applicants, offering valuable insights into case progress or potential issues.
Eligibility to Request GCMS Notes
The following individuals may request GCMS notes:
- Canadian citizens.
- Permanent residents.
- Individuals physically present in Canada.
Applicants outside Canada must appoint a representative (e.g., a Canadian citizen, permanent resident, or Canada-based organization) and submit a signed consent form.
Timing of GCMS Note Requests
GCMS notes can be requested after the application passes the R-10 completeness check, confirming all required documents have been submitted. However, requesting notes after processing begins or following a decision typically yields more detailed information. Many applicants opt to request GCMS notes post-decision.
How to Request GCMS Notes
The process involves three steps:
- Gather Application Details: Provide full name, date of birth, Universal Client Identifier (UCI), application number, and contact information.
- Submit ATIP Request: Apply online or by mail through IRCC (or via a representative if outside Canada), accompanied by a $5 fee (payable online or by cheque/money order).
- Await Response: IRCC and the Canada Border Services Agency (CBSA) are required to respond within 30 days, though additional time may be requested based on case complexity.
