IRCC Backlog Rises Again Despite Progress on Study Permit Applications

As of June 30, 2025, the backlog of applications at Immigration, Refugees, and Citizenship Canada (IRCC) has reached 842,800, marking a 5.02% increase from the 802,000 applications reported at the end of May.

To provide context, here’s a look at the backlog over the past six months:

  • January 2025: 891,100 (-5.33% from December 2024)
  • February 2025: 821,200 (-7.95%)
  • March 2025: 779,900 (-5.03%)
  • April 2025: 760,200 (-2.53%)
  • May 2025: 802,000 (+5.5%)
  • June 2025: 842,800 (+5.02%)

The total number of applications in all IRCC inventories stood at 2,189,500, with 1,346,700 processed within service standards as of June 30.

What Constitutes a Backlog?

IRCC classifies applications as part of the backlog if they exceed the department’s published service standards. The goal is to finalize applications within these timelines—six months for Express Entry and 12 months for family sponsorship applications, for instance. The department targets processing 80% of applications within standard times, though complex cases requiring additional documentation may take longer.

Permanent Resident Applications

As of June 30, 2025, IRCC held 896,100 applications for permanent residence (PR) programs, including Express Entry, Express Entry-aligned Provincial Nominee Program (PNP) streams, and family sponsorships. Of these, 480,300 (54%) were processed within service standards, leaving 415,800 in the backlog—a rise from 402,400 at the end of May.

While specific figures are not detailed, IRCC noted that 20% of Express Entry applications were backlogged, up from 18% the previous month. For PNP applications via Express Entry, the backlog percentage has surged from 24% in November 2024 to 49% in May 2025, slightly decreasing to 48% by June 30. The family sponsorship backlog remained at 14%, just below the 15% target.

Temporary Resident Permit Applications

At the end of June, IRCC had 1,040,700 temporary residence applications in its inventory, with 661,100 (64%) processed within service standards, leaving 379,600 in the backlog. This category includes work permits, study permits, and visitor visas.

  • Work Permits: The backlog percentage rose from 38% in May to 40% in June.
  • Study Permits: The backlog dropped significantly from 45% in February to 18% in June, falling below the 20% target for the first time since June 2024, indicating improved processing times.
  • Visitor Visas: The backlog slightly decreased from 54% in May to 53% in June.

Citizenship Grants

The citizenship application backlog remained steady at 19%, consistent with the end of May and within the target percentage.
