A Police Clearance Certificate (PCC), sometimes called a Certificate of Good Conduct, is a mandatory requirement for all Canadian Permanent Residence (PR) applicants. IRCC requires a PCC from every country or territory where the applicant has resided for six months or more in a row since the age of 18.
Crucial Note: Always check the official IRCC country-specific guide for the most up-to-date address, contact, and submission instructions, as processes can change without notice.
I. 🇮🇳 India: Passport Seva System (The Easiest Online Method)
For Indian passport holders, the PCC is issued by the Passport Office in India or the High Commission/Consulate abroad (via BLS in many countries).
📋 PCC Process for Indian Passport Holders
Issuing Authority: Ministry of External Affairs (MEA), through the Passport Seva system, or the local High Commission/Consulate (via their authorized outsourcing agent, like BLS International, if applying from abroad).
| Scenario | Application Process | Key Documents |
| Applying in India (Resident) | Online application via the Passport Seva Online Portal. Book an appointment at a Passport Seva Kendra (PSK) or Post Office Passport Seva Kendra (POPSK). | Valid Indian Passport, Proof of current Indian address, Proof of date of birth, Appointment receipt. |
| Applying Abroad (Non-Resident) | Apply online through the High Commission/Consulate website (or the website of the outsourcing agency like BLS, based on jurisdiction). Application must be in the correct consular jurisdiction. | Valid Indian Passport (Original + Copy), Current residence status abroad (PR Card, Work Permit, etc.), Proof of address in the foreign country, Completed application form (physical and/or online). |
Pain Point/Doubt: “How long does it take?”
Solution: If your police verification history is clear and digital, issuance can be swift (a few weeks). If a new police verification is required (e.g., if the address has changed), it can take 8 weeks or longer. PCCs issued by Consulates abroad often take a minimum of 8-10 weeks as they rely on clearance from India.
II. 🇦🇪 United Arab Emirates (UAE): Ministry of Interior (MOI)
The UAE PCC is known as a Certificate of Good Conduct.
📋 PCC Process for the UAE
Issuing Authority: Ministry of Interior (MOI) – Federal Police.
| Applicant Type | Application Process | Key Documents Required |
| Former Resident (Outside UAE) | Apply online through the MOI website or app using your UAE Pass login (if you have one). If you lack a UAE ID/Pass, the process is manual, often requiring assistance. | Emirates ID copy (if held), Copy of current valid passport, Copy of the passport used in the UAE (with residence visa stamp and entry/exit stamps). |
| Without Emirates ID/Pass | Fingerprints are mandatory. Fingerprints must be taken at a local police station in your current country and then legalized/attested by the relevant UAE Embassy/Consulate and/or Ministry of Foreign Affairs (MOFA). | Fingerprint card (duly attested), Copies of all relevant passports, Passport-size photographs. |
Pain Point/Doubt: “I need to get my fingerprints attested.”
Solution: If you are outside the UAE and lack a digital ID, the process is complex. You must get your fingerprints done on an official card, get it attested by a Notary Public, get it legalized by your country’s Ministry of Foreign Affairs, and then finally attested by the UAE Embassy/Consulate in your current country of residence.
III. 🇬🇧 United Kingdom (UK): ACRO Criminal Records Office
The UK PCC is issued by the ACRO Criminal Records Office.
📋 PCC Process for the UK
Issuing Authority: ACRO Criminal Records Office (formerly through the Association of Chief Police Officers).
| Application Process | Key Documents Required | Notes |
| Online Application | Apply directly through the ACRO Police Certificates online portal. | Colour copies of your current passport/travel document, Passport-style photo (digital), Full address history for the last 10 years, Details of any past convictions (if applicable). |
Pain Point/Doubt: “I need a ‘Subject Access Request’ (SAR).”
Solution: For immigration purposes, you must apply for an ACRO Police Certificate. A Subject Access Request (SAR), while free, is primarily for your personal use and is not generally accepted by IRCC as a valid Police Clearance Certificate.
IV. 🇺🇸 United States of America (USA): FBI Identity History Summary
The USA PCC is the FBI Identity History Summary (IdHS).
📋 PCC Process for the USA
Issuing Authority: Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division.
| Application Process | Key Documents Required | Notes |
| Direct Application | The applicant must submit an application directly to the FBI, or use an approved FBI-approved Channeler. Using a Channeler is often faster. | Completed Application Information Form, A set of fingerprints (on the standard FD-258 fingerprint card), Payment of required fee. |
| Fingerprints | Fingerprints must be taken by a local law enforcement agency, an authorized private firm, or a US embassy/consulate abroad. | The fingerprint card must be legible for the FBI to process the request electronically. |
Pain Point/Doubt: “I was told to get a state police check.”
Solution: For Canadian immigration, IRCC always requires the national-level FBI IdHS. State or local police clearances are generally not accepted unless IRCC specifically asks for them.
V. 🇵🇭 Philippines: National Bureau of Investigation (NBI)
The Philippines PCC is the NBI Clearance.
📋 PCC Process for the Philippines
Issuing Authority: National Bureau of Investigation (NBI).
| Scenario | Application Process | Key Documents Required |
| Applying in the Philippines | Apply online via the NBI website (e-Clearance system). Book an appointment for biometrics/photograph at the nearest NBI branch. | Valid ID (Passport, Driver’s License, etc.), Appointment confirmation. |
| Applying Abroad (Non-Resident) | This is a multi-step process involving the Philippine Consulate and the NBI Main Office in Manila. | NBI Clearance Form No. 5 (obtained from the consulate or downloaded), Fingerprint card (must be authenticated/notarized by the Consulate or an authorized Canadian fingerprinting company), Two 2×2 photographs (white background), Photocopy of the data page of your passport. |
Pain Point/Doubt: “I have a ‘Hit’ on my NBI clearance.”
Solution: A ‘Hit’ means someone else shares your name. You must go to the NBI Main Office (or contact them via email if abroad) for further verification and to be interviewed to prove you are not the person with the criminal record. This causes significant delays.
VI. 🇳🇬 Nigeria: Nigeria Police Force (NPF)
The Nigeria PCC is often called a Police Character Certificate (PCC) or a CID Clearance Certificate.
📋 PCC Process for Nigeria
Issuing Authority: Central Criminal Registry (CCR) of the Nigeria Police Force (NPF) – Criminal Investigation Department (CID) or through the POSSAP portal.
| Application Process | Key Documents Required | Notes |
| Direct Application (via agent/family) | The traditional method is to submit the application packet directly to the Deputy Inspector-General, Criminal Investigation Department in Lagos. Many applicants use a trusted family member or agent. | A complete set of fingerprints (from a local police authority in your country of residence), Copy of the first 3 pages of your International Passport, Exact address(s) and dates of residence in Nigeria. |
| Online Application (POSSAP) | The NPF is moving services online via the Police Specialized Services Automation Project (POSSAP) portal, though reliability for international applicants can vary. | Requires online registration and submission of documents (digital). Biometrics/fingerprints may still need to be captured at an SIB office in Nigeria. |
Pain Point/Doubt: “The PCC I have is old/expired.”
Solution: IRCC requires the PCC to be less than 6 months old when you submit your PR application, unless you have not left the country since the PCC was issued. If your Nigerian PCC is old, you must get a new one.
