2. A New Era of "Targeted" Selection Draws
Perhaps the most critical change coming on May 30 is the expansion and codification of Targeted Draws. For streams requiring an Invitation to Apply (ITA), the OINP Director* now holds immense discretionary power to bypass general high-score rankings in favor of specific demographic and economic needs.
If the Director initiates a Targeted Draw, candidates will only be ranked and invited if they possess specific human capital or labor market attributes. These targeted attributes include:

- Location: A declared intention to settle outside of the Greater Toronto Area (GTA).

General draws will still exist, operating on the standard model of ranking all candidates in a pool and issuing ITAs to those with the highest overall score.
*The "Director" is a public servant appointed by the immigration minister. Under the OIA, this position holds significant legal power, including the ability to approve/refuse applications and issue administrative penalties against non-compliant individuals or businesses.
3. Strict New Employer Verification Procedures
For candidates relying on an Employer Job Offer stream, the days of submitting an application and hoping the employer paperwork checks out later are over. The amended regulations fully codify the OINP's new employer portal and strict verification measures.
• Candidates requiring an Ontario employer job offer shall not apply for a provincial nomination unless their job offer is from an employer actively registered with the OINP Director.
• Employers must register with the Director and submit the eligible job offer into the system before applying for approval of the employment position.

Phase Two: The Three New Mega-Streams
All remaining existing streams (including the highly popular Master's, PhD, and Human Capital Priorities streams) would be eliminated and replaced by three highly focused new streams:
- A Priority Healthcare Stream
- An Entrepreneur Stream
- An Exceptional Talent Stream
