As Canada prepares to co-host the FIFA World Cup in 2026, the federal government has implemented a special, temporary public policy to dramatically simplify the entry process for thousands of international personnel.

Effective from December 1, 2025, to July 31, 2026, certain foreign nationals who have received an official invitation from FIFA to work on the World Cup or the 76th FIFA Congress will be exempt from the requirement to obtain a Canadian work permit.

This move bypasses the standard, time-consuming work authorization process, ensuring specialized talent from technical staff and broadcast crews to players and coaches can enter the country efficiently, mitigating logistical delays for this massive global event.


1. The Core Policy: Who Qualifies for Exemption

This work permit exemption is a rare administrative shortcut designed for individuals whose work is directly and critically related to an official FIFA-organized event.

A. Eligibility is Non-Negotiable: The FIFA Invitation

To qualify for the exemption, the foreign national must meet strict eligibility conditions centered on official documentation from FIFA:

B. Categories Covered by the Exemption

The exemption covers a wide spectrum of essential roles needed for the successful execution of the tournament:

  • Teams and Officials: Players, coaches, medical staff, referees, assistant referees, and VAR teams.
  • Accredited Media: Journalists, commentators, broadcast production teams, editors, and camera operators officially invited to cover the tournament.
  • Operational Workers: Contractors, technical specialists, subcontractors, and staff supporting official events and operations.
  • FIFA-Invited Volunteers: Individuals formally invited by FIFA to serve as a volunteer at an official event.

C. Who is NOT Exempt

The policy is strictly limited to those directly connected to FIFA. If you are hired by a local sponsor, a city venue operator, or an independent partner that is not a FIFA affiliate or subcontractor, you fall under the standard immigration rules and may still require a Labour Market Impact Assessment (LMIA) or an LMIA-exempt work permit.


2. Essential Travel Documents (Beyond the Work Permit)

The work permit exemption is not a visa waiver. All workers, regardless of their work status, still need the appropriate documentation to enter Canada based on their nationality and method of travel.

A. Duration and Status

The exemption is valid until July 31, 2026. Once the exemption expires, the foreign national must cease working unless they secure a different, valid work authorization.

B. High Compliance, Low Risk

The simplicity of this pathway relies on absolute adherence to the rules. The policy permits officers to exempt applicants from the requirement for unauthorized work (paragraph 183(1)(b)) and the need for a work permit (section 196). However, all other admissibility and eligibility rules continue to apply. Any issues regarding criminality, health admissibility, or security will still lead to refusal of entry.

This policy represents a crucial logistical solution for Canada, allowing seamless operational execution of the World Cup while maintaining control over who enters the country. For FIFA-invited personnel, the official invitation letter is, quite literally, the “golden ticket” to working on the 2026 tournament.
