Prince Edward Island (PEI) is distinguishing itself within the national immigration landscape through a highly structured and transparent Provincial Nominee Program (PNP). In its second-to-last scheduled draw of 2025, the PEI Office of Immigration issued 190 Invitations to Apply (ITAs) through its combined Labour and Express Entry category, marking the largest single draw of the year.

Unlike larger provinces like British Columbia, which have been forced to impose extremely high-score cut-offs due to massive federal quota cuts, PEI is using its limited allocation strategically to prioritize stability and regional economic needs. This draw reinforces the province’s commitment to transitioning its existing temporary workforce and targeted international graduates to Permanent Residence (PR) status.


1. The November 20 Draw: Prioritizing In-Province Stability

The recent draw focused entirely on candidates already working or studying within PEI, reflecting the province’s commitment to retaining established residents:

A. Key Selection Attributes

Candidates who received an ITA were primarily selected based on their potential economic impact on the province, with the following profiles specifically prioritized:

  1. In-Province Employment: Candidates currently employed by a PEI employer in an occupation designated as a priority sector. The Office of Immigration is explicitly focusing on skilled workers in higher-demand sectors such as healthcare, trades, childcare, and manufacturing, while noting that candidates working in the sales and service sector may not receive an invitation at this time.
  2. French Speakers: Profiles demonstrating proficiency in French were given preferential consideration.
  3. International Graduates: Graduates from specific PEI Designated Learning Institutions (DLIs) were prioritized for invitation, notably:
    • The University of Prince Edward Island (UPEI)
    • Holland College
    • Collège de L’îlle [user input article].

B. Allocation Context and Draw Schedule

PEI’s strategy is governed by its limited nomination capacity, which was reduced by 50% to 1,025 total slots for 2025 following federal changes. Despite this constraint, PEI is unique in providing a transparent, anticipated schedule of ITA issuances throughout the year.

The November 20 draw was the second-last scheduled draw for 2025, with the final anticipated draw set for December 18. Notably, PEI held one extra, unscheduled draw on October 27. This high-frequency, fixed schedule ensures a steady flow of nominations, essential for stabilizing the labour force.


2. Navigating the PEI EOI System: Factors for Success

PEI uses an Expression of Interest (EOI) system to rank candidates based on their likelihood of successfully settling and contributing to the provincial economy. A strong profile must score highly across the following selection factors:

  • Employment Prospects: Having a valid job offer in PEI is a critical factor for nearly all streams. Candidates already working in the province receive additional EOI points.
  • Skill and Work Experience: Connection to in-demand sectors (e.g., healthcare and trades) is essential for prioritizing.
  • Language Proficiency: French-speaking candidates are prioritized, and streams like the Critical Worker Stream require a minimum Canadian Language Benchmark (CLB) of 4.
  • Adaptability: Having a history of working or studying in PEI, or having close family ties in the province, grants crucial additional points.

Strategic Advantage: International Graduate Stream

For recent graduates of PEI institutions, the International Graduate Stream offers a direct pathway, provided they have a full-time job offer in a skilled occupation (NOC TEER 0, 1, 2, or 3) that is directly related to their education. Candidates must have worked for the PEI employer for at least six months and hold a valid Post-Graduation Work Permit.

Furthermore, PEI is one of the four Atlantic provinces participating in the Atlantic Immigration Program (AIP). International graduates who complete a program of at least two years in PEI and live in the province for at least 16 months during their studies may be eligible for PR without needing to meet the standard work experience requirement of the AIP.


3. Critical Administrative Update: Application Submission Deadline

Effective November 1, 2025, PEI has shortened the deadline for candidates who receive an ITA to submit a complete application. Candidates now have only 30 calendar days (down from the previous 60-day window) to submit their full and finalized nomination application.

Action Required: All candidates with an active EOI profile must treat the 30-day window as an absolute maximum. You must ensure all required supporting documents, including standardized language test results, educational credential assessments (ECAs), and notarized employment letters, are prepared and verified before receiving an ITA. Failure to submit a complete application within this compressed timeframe will result in the application being rejected.
