- The Result: High CRS scores for Express Entry or PNP eligibility.
How to Get Canadian PR with a Two-Year College Degree
For international students, a two-year program at a Canadian college is often the "sweet spot" for immigration planning. It is significantly cheaper than a four-year university degree, yet it can unlock the same three-year Post-Graduation Work Permit (PGWP). This extended work permit is the key tool that allows a student to transition into a competitive candidate for Permanent Residency (PR).
However, simply graduating is not enough. To successfully move from student to permanent resident, you must plan for:
- Meeting the strict new requirements for a PGWP.
- Qualifying for the Canadian Experience Class (CEC).
- Maximizing your Comprehensive Ranking System (CRS) score.
- Targeting Category-Based Draws (STEM, Healthcare, etc.).
- Using Provincial Nominee Programs (PNPs) as a backup.
1. Securing the PGWP: The Foundation of Your Plan
The first step after graduation is securing your status to work. With a two-year college program, you are eligible for a PGWP valid for up to three years.
Crucial Update: Field of Study Requirements
To qualify for a PGWP from a college program, you must now graduate from a program linked to labor shortages. This includes:
- Agriculture and Agri-food
- Healthcare
- STEM (Science, Technology, Engineering, and Math)
- Trade Skilled Occupations
- Transport
You meet this requirement if your program was on the eligibility list when you applied for your study permit, or if it is on the list when you apply for your PGWP.
• Completed a program at a DLI (at least 8 months/900 hours).
• Maintained full-time status in every semester (except the final one).
• Applied within 180 days of receiving your completion letter.
• Language: CLB 7 for Bachelor's degrees; CLB 5 for College/Polytechnic diplomas.
2. Building Experience: The Canadian Experience Class (CEC)
The CEC is the primary pathway for international graduates. To qualify, you must gain skilled work experience in Canada.
CEC Eligibility Checklist:
- Job Level: TEER 0, 1, 2, or 3.
- Status: Valid work authorization (e.g., your PGWP).
- Duration: At least 1 year (1,560 hours total) within the last 3 years.
- Payment: Must be paid work (wages or commission).
What Does NOT Count?
Many students make fatal errors here. The following do not count toward CEC:
- Work done while you were a full-time student (including Co-op terms).
- Self-employment.
- Remote work where you were physically outside Canada (even for a Canadian employer).
The Strategy: Use your 3-year permit to gain at least 2 years of experience. As we will see in the examples below, that second year of work often provides the CRS boost needed to get an invitation.
3. Category-Based Selection: The Shortcut
If your CRS score is lower than the general cutoff, Category-Based Selection is your best hope. IRCC invites candidates with specific skills at lower score thresholds.
The 6 Categories:
- French-Language Proficiency (NCLC 7 in all 4 abilities).
- Healthcare Occupations.
- STEM Occupations.
- Trade Occupations.
- Transport Occupations.
- Agriculture and Agri-Food.
To qualify for an occupational category, you need 6 months of work experience in that field (in Canada or abroad) within the last 3 years. Planning your college program around these categories is a smart long-term play.
4. The PNP Alternative
If the federal Express Entry routes are too competitive, look to the provinces. A Provincial Nomination adds 600 points to your CRS score, guaranteeing an ITA.

- Ontario (OINP): Employer Job Offer: International Student Stream. Requires a job offer from an eligible Ontario employer.
- Manitoba (MPNP): Career Employment Pathway. For graduates of Manitoba institutions with in-demand jobs.
- Alberta (AAIP): Graduate Entrepreneur Stream. For graduates who start a business in Alberta.
Case Study 1: The Math of Experience (Mina)
Mina (27) completed a 2-year college diploma. She has strong English (CLB 10) and French (NCLC 6). She works in a TEER 1 role on her PGWP.

- Step 1: He confirms his employer meets revenue/staff requirements.
- Step 2: He registers an Expression of Interest (EOI) for the OINP International Student Stream.
- Step 3: He receives an invitation and applies for nomination.
- Step 4: Once nominated, he applies for Federal PR. While waiting, he continues working on his PGWP.
