A major shift in Canadian law is opening the door for millions of Americans to claim citizenship—including some of the biggest names in Hollywood and Washington. With the passing of Bill C-3: An Act to amend the Citizenship Act (2025) on November 20, the Canadian federal government has officially removed the First-Generation Limit (FGL).

This new law grants citizenship to individuals who were previously ineligible because their Canadian parents were also born outside Canada. If these five famous Americans can claim their maple leaf, your family history might just be your ticket to a second passport.

1. Madonna

The Queen of Pop herself will be considered a Canadian citizen under the new law. While Madonna was born in Bay City, Michigan, and currently holds only US citizenship, her roots run deep into Quebec.

Her mother, Madonna Louise Fortin, was of French-Canadian descent. Her ancestors immigrated from the Perche region of France to present-day Quebec in the 17th century. Thanks to Bill C-3, this ancestral line is now sufficient to secure her status.

2. Viggo Mortensen

Best known as Aragorn in The Lord of the Rings, Viggo Mortensen is already a dual citizen of the US and Denmark. Now, he can add Canada to the list. Born in New York to an American mother, his right to Canadian citizenship flows through his maternal grandfather, Walter Sydney Atkinson, who was born in Parrsboro, Nova Scotia.

3. Lily Collins

Emily in Paris star Lily Collins currently holds dual UK and US citizenship, having been born in England to musician Phil Collins and American Jill Tavelman. Under Bill C-3, she becomes eligible for Canadian citizenship through her maternal grandfather, Jack Tavelman. He was born in Winnipeg, Manitoba, before moving to Beverly Hills to open a clothing store.

4. Hillary Clinton

Former US Secretary of State Hillary Clinton is another high-profile figure who will be considered a Canadian citizen. Born Hillary Diane Rodham in the US to American parents, her eligibility comes from her maternal grandmother, Della Murray.

Clinton’s memoir, Living History, details her French-Canadian roots, tracing her matrilineal line back to Jeanne Ducorps, a "Fille du Roi" who arrived in New France (Quebec). This lineage connects her distantly to other famous Canadians, including Justin Trudeau and Celine Dion.

5. Jack White

Rock icon Jack White (born John Anthony Gillis) is a Detroit native, but his ties to Canada are strong. While his mother was of Polish descent, his father was of Scottish-Canadian heritage.

White qualifies through his paternal grandparents: his grandfather, Frank Gillis, and his grandmother, Florence May MacIsaac. Both were born in Canada (Nova Scotia) before moving to the US. Under the new rules, these ties make Jack White a Canadian citizen.

The "First-Generation Limit" (FGL) Explained: Introduced in 2009, this rule prevented Canadian citizens born abroad from passing their citizenship to their children born abroad. Bill C-3 removes this limit, allowing citizenship to flow by descent, provided there is a "substantial connection" to Canada.

How You Can Apply (Interim Measures)

While Bill C-3 has become law, the official date it comes into force has yet to be announced. However, you do not need to wait.

Canada has introduced interim measures that allow anyone affected by the FGL—including the celebrities listed above—to submit an online application for Proof of Citizenship immediately. If you apply now under these measures, you will not need to re-apply when the new rules formally take effect.
