IRCC PGWP Eligibility: The Definitive Guide to Canada’s Post-Graduation Work Permit

IRCC PGWP Eligibility The Definitive Guide to Canada's Post-Graduation Work Permit

PGWP

The Post-Graduation Work Permit (PGWP) is the ultimate non-immigrant document for international graduates in Canada. It serves a single, crucial purpose: to allow you to gain the Canadian work experience necessary to qualify for Permanent Residence (PR) pathways like the Canadian Experience Class (CEC).

As immigration policies tighten and IRCC focuses on aligning international student outcomes with labor market needs, understanding the precise IRCC PGWP eligibility rules is more critical than ever. This guide provides a focused, on-point breakdown of the latest requirements and deadlines you must meet.

Section 1: Core Eligibility Criteria (The Universal Rules)

These requirements apply to virtually every PGWP applicant, regardless of their start date or field of study:

1. Designated Learning Institution (DLI) Graduation

You must have successfully completed your program of study at an eligible Designated Learning Institution (DLI). Not all schools in Canada qualify; your institution must be designated by the provincial government to enroll international students and grant PGWP eligibility.

2. Program Length and Full-Time Status

You must meet both duration and enrollment requirements:

  • Minimum Duration: Your program must have been at least eight months long, leading to a degree, diploma, or certificate.
  • Full-Time Enrollment: You must prove that you maintained full-time student status throughout every academic session of your study in Canada. (Exceptions exist for authorized leaves or the final semester, where you may drop to part-time status.)

3. Application Deadline: The 180-Day Rule

You have a strict window of 180 days after your school’s registrar’s office issues your final marks or officially confirms your degree completion to submit your PGWP application. Missing this deadline can lead to complications, including the potential loss of your ability to apply from inside Canada.

Section 2: Critical New Rules: PGWP Eligibility by Field of Study (2025)

The most significant change to PGWP eligibility affects students who applied for a study permit on or after November 1, 2024.

IRCC introduced a new measure to better align the PGWP program with long-term labor market needs.63

The Field of Study Test

If you applied for your study permit on or after November 1, 2024, your PGWP eligibility now depends on whether your program’s specific Classification of Instructional Programs (CIP) code is on IRCC’s list of eligible fields.

  • In-Demand Sectors: The revised list of eligible fields has been updated to reflect the 2025 Express Entry priorities, including 119 new fields in key sectors such as healthcare, social services, education, and trades.
  • Programs Removed: Conversely, 178 fields of study that are no longer linked to long-term labor shortages were removed from the eligible list.

Important Note for Continuing Students: If you applied for your study permit before November 1, 2024, you are generally protected by the eligibility rules in place at that time. You will still be eligible for the PGWP even if your program’s field of study has since been removed from the list.

Section 3: Key Documents Required for Your PGWP Application

A complete application is processed significantly faster (average of 6 weeks for in-Canada applications as of September 2025). Ensure you have these mandatory documents:

Document CategoryRequired Proofs
Proof of Program Completion1. Official Letter of Completion from the school’s registrar. 2. Official Transcript or a copy of the official transcript from your school’s website showing final grades.
Proof of EnrollmentAn official transcript or a copy from your DLI’s website confirming full-time student status throughout the program.
Identity and StatusCopy of your valid passport (valid for the full duration you are eligible for the PGWP) and your current Study Permit.
New Eligibility ProofsProof of language ability or proof that you graduated in an eligible field of study (only if you applied for your Study Permit on or after November 1, 2024).
FeesReceipt for the PGWP application fee ($255 CAD) and the Open Work Permit Holder fee.

The Passport Factor: Your PGWP will only be issued for the duration of your passport’s validity. If your passport expires early, your permit will be cut short. You can apply to extend your PGWP later once you receive a new passport.

Section 4: Post-Approval: Leveraging the PGWP for Permanent Residence

Once you receive your PGWP, your immediate strategic focus should be on securing a skilled job in a TEER 0, 1, 2, or 3 occupation. This permit is your one-time pass to qualify for the fastest PR pathways.

  • Canadian Experience Class (CEC): This highly prioritized stream requires only one year of skilled, full-time work experience gained in Canada on a work permit like the PGWP. CEC applications are typically finalized within 5–6 months.
  • Spousal Work Rights: If you are the PGWP holder, your spouse may be eligible for a Spousal Open Work Permit (SOWP), allowing them to work and contribute to the family’s PR profile, provided your job is in a high-skilled category (TEER 0/1 or select TEER 2/3).
