IRCC Inventory Update 2026 Express Entry Backlog Hits 3-Year High Latest Processing Times & PR Inventory Stats

The latest data from Immigration, Refugees and Citizenship Canada (IRCC) has sent a warning signal to skilled workers worldwide. As of January 20, 2026, the official backlog for Express Entry applications has surged to its highest level since October 2022.

While IRCC has been aggressive with CEC and PNP draws this month, the internal “plumbing” of the system is under immense pressure. One out of every three Express Entry applications is now officially overdue, exceeding the department’s six-month service standard.

🏘️ Permanent Residence (PR) Inventory: A Growing Mountain

As of November 30, 2025, there were 941,600 PR applications in the system. Despite processing hundreds of thousands of files, the intake of new applications continues to outpace finalized decisions.

  • Express Entry: The backlog jumped from 27% to 32% in just 30 days. IRCC’s target is to keep this below 20%.

  • Express Entry-linked PNP: This is the most strained category, with a staggering 53% backlog—the highest since early 2022.

  • Family Sponsorship: Remains the most stable category, holding steady at a 20% backlog, meeting the government’s efficiency targets.

💡 IRCC Milestone: Between January and November 2025, IRCC finalized 414,700 PR decisions and welcomed 367,500 new permanent residents.


🛂 Temporary Residence: Progress in Study Permits

While PR applications are slowing down, there is a glimmer of hope in the Temporary Residence categories (Study and Work Permits).

  • Study Permits: The backlog dropped significantly from 41% to 36%. This is largely due to the new international student cap reducing the volume of new incoming applications.

  • Work Permits: Saw a minor improvement, falling from 50% to 49%.

  • Visitor Visas: Remain the most delayed temporary category, with 57% of applications sitting in the backlog.


⚖️ What is a “Service Standard” Anyway?

IRCC sets internal goals to process 80% of applications within a specific timeframe. When they fail to hit this 80% mark, the “backlog” grows.

The Ripple Effect: For applicants, this means “6-month processing” is currently an exception, not the rule. Many Federal Skilled Worker (FSW) candidates are reporting actual wait times of 10 to 14 months.
