IRCC has officially extended the policy allowing International Experience Canada (IEC) participants to activate subsequent work permits without leaving the country. This is a direct response to the "flagpoling" ban.

IRCC Extends Policy Allowing IEC Participants to Get Subsequent Permits From Within Canada
Great news for working holidaymakers and young professionals already in Canada: You do not need to buy a plane ticket home or drive to the US border to activate your next work permit. On February 10, 2026, Immigration, Refugees and Citizenship Canada (IRCC) extended the special policy allowing IEC participants to request their permits by mail.
This policy, initially set to expire, is now in place "until further notice." This is critical because, since December 23, 2024, flagpoling (leaving Canada briefly to activate a permit upon re-entry) has been banned for IEC participants.

To skip the border and use the web form method, you must meet three strict criteria:
- You are currently physically present in Canada.
- You hold a valid, existing IEC Work Permit.
- You have received your Letter of Introduction (LOI) (also known as the POE Letter) for your subsequent (second or third) participation.
2. How to Apply: The Exact Text You Must Use
To activate your permit, you must submit a request via the IRCC Web Form. You cannot just write a generic message; you must use the specific mandatory text codes provided by IRCC. Copy and paste the text below into your web form submission.
Step 1: Mandatory Text for ALL Applicants
Copy this block and fill in your details:
"A112025: I am requesting an A11 examination and the issuance of my work permit from within Canada. My application number is [W#########]. I submitted my IEC application on [date]. I have received my IEC POE letter of introduction, which is valid until [date].
My current contact information in Canada is:
Telephone: [phone number]
Mailing address: [address]
Residential address: [address]"
Step 2: Add Your Stream-Specific Text
After the text above, add ONE of the following paragraphs based on your permit type:
For Young Professionals & International Co-op:
"Employer-specific work permit: My employer, [name], located at [address], may be contacted at [contact telephone or email] to confirm my continued employment offer. I intend to begin work for this employer as soon as my work permit is received."
For Working Holiday Participants:
"Open work permit: I attest that my circumstances remain the same and I still meet the requirements of the open work permit program I was approved for."
3. Why Flagpoling is No Longer an Option
Previously, it was common for IEC participants to drive to the US border, "flagpole," and re-enter Canada to activate their new status. However, IRCC initiated a ban on this practice for IEC applicants on December 23, 2024.
If you attempt to activate your IEC permit at a land border or by flying in from St. Pierre and Miquelon, you will likely be turned away. This extended policy is the only approved method for inland activation.
4. 2026 IEC Eligibility: Participating Countries
The IEC program allows youth from over 30 countries to work in Canada. Depending on your citizenship, you may be eligible for a second or even third participation. Check your country's limits below:
