What Are Field of Study Requirements and Who Needs to Meet Them?
In late 2024, Immigration, Refugees and Citizenship Canada (IRCC) introduced restrictions on PGWP availability for international student graduates at specific study levels as part of a broader initiative to reduce Canada’s temporary resident population, including work and study permit holders.
These field of study requirements link work permit eligibility to labor market demand, connecting it to specific study programs. International students at the college or non-degree program level must ensure their studies align with in-demand occupations in Canada’s labor market.
Field of study requirements apply to those who submitted their study permit application on or after November 1, 2024. The changes are summarized below:

How to Ensure Your Program Is PGWP-Eligible
If your study level requires meeting field of study requirements, follow these steps with Liberty Immigration to confirm your program’s eligibility for a PGWP:
- Determine the CIP Title and Code That Best Fits Your Study Program
Visit Statistics Canada’s official CIP page to find the CIP code and title that matches your program. This page includes all CIP codes, illustrative examples of program titles, and any exceptions for each study area. You can search by general program title and field, filtering from broad categories to specific programs (e.g., series > sub-series > individual program).
Program titles can be broad, so select the CIP entry whose description closely matches your program. Cross-check with your Designated Learning Institution’s (DLI) website, where most provide PGWP eligibility details and relevant CIP codes. For further clarity, contact your DLI directly to confirm the applicable 6-digit CIP code and title. - Check If Your Study Program Is Among Those PGWP-Eligible

Other Criteria You Need to Meet for PGWP Eligibility
Beyond field of study requirements (if applicable), all international students must meet language proficiency and general eligibility criteria to apply for a PGWP.
Language Proficiency Requirements
Depending on your study program, you must achieve a minimum score of CLB 5 or 7 across all four language abilities in at least one official language (English or French):

General Eligibility Requirements
In addition to the above (if applicable), all international students must meet these criteria to be eligible for a PGWP upon graduation:
- Complete a program of study at a PGWP-eligible DLI lasting at least 8 months (or 900 hours for programs in Quebec).
- Maintain full-time student status in Canada during each semester of your program (part-time is allowed in the final semester).
- Submit your PGWP application within 180 days of receiving confirmation of program completion.
- Ensure your study permit remains valid at some point during the 180 days after graduation and before submitting your PGWP application.
