How Many Draws Have Been Held So Far?

From January 1 to July 24, 2025, Canada has conducted 27 Express Entry draws. This pace aligns with mid-year totals in 2023 and 2024 but highlights a significant shift toward Provincial Nominee Program (PNP) draws, which have been more frequent in the first half of 2025 compared to previous years.

Draw frequency remains high, with multiple rounds in most months, including four or more draws in March and June.

How Many Invitations Have Been Issued So Far?

As of July 24, 2025, 49,403 ITAs have been issued across all draw types. This figure is lower than the 62,615 in 2024 and 69,148 in 2023, reflecting a reduced landings target as Immigration, Refugees and Citizenship Canada (IRCC) addresses housing supply and affordability concerns.

From January to July 24, 2025, the breakdown of draw numbers and ITAs issued is as follows:

  • CEC draws contributed 38.1% of ITAs (18,850) and were the second most frequent, with larger rounds (3,000–4,000 ITAs) from May onward.
  • PNP rounds, the most frequent with 13 draws, issued only 12.2% of ITAs (6,053), averaging 500 ITAs per draw.
  • Occupational category-based selections, though more common than in prior years, represent just 12.1% of ITAs, typically with smaller draw sizes (500 or 1,000 ITAs), except for the July 22 Healthcare draw.

What Trends Will Continue to Influence Express Entry Draws Through the Rest of 2025?

While exact predictions are challenging, several trends and policy developments offer insights for the second half of 2025:

Continued Focus on Program Priorities

Unless priorities shift, IRCC is likely to continue targeting:

  • CEC candidates for permanent residence (PR).
  • Priority categories, including:
    • Healthcare and social services.
    • Education.
    • Trades (no draws yet, despite expanded construction occupations).
    • French-language proficiency.
Future-Focused Express Entry Activity from July Onwards

A July 2024 IRCC memo noted that ITAs issued from July 2024 to February 2025 count toward 2025 targets, given the six-to-16-month lag to admissions. With a 2025 target of 123,320, expect increased draw sizes or frequency from July, similar to July 2024’s 25,125 ITAs across nine draws.

Changes to Express Entry Categories

In February 2025, IRCC updated occupational categories:

  • A new Education category was added, covering early childhood educators, teachers, and assistants.
  • The Transport category was removed.
  • Occupation lists were revised:
