Under these newly announced measures, eligible Ukrainian nationals holding open work permits under qualifying temporary public policies now have a full extra year—until March 31, 2027—to secure a vital extension to remain in the Canadian labor market.

Not every Ukrainian in Canada qualifies automatically. IRCC has split eligibility into two distinct groups based on their exact date of arrival in Canada. Before applying via the IRCC portal, you must identify which group you belong to, as the qualifying public policies differ for each.

If you are in Group 1:
You must have applied under the CUAET measures and had your application pending as of February 4, 2024 (this encompasses the initial policy and its subsequent extension).

- The policy to exempt Ukrainian nationals from various standard immigration requirements in support of CUAET.
- The policy to renew CUAET from April 1, 2023.
- The policy for foreign nationals who applied under CUAET measures and for new temporary resident applicants.
- The policy to facilitate continued access to open work permits and study permits for foreign nationals who arrived under CUAET measures (both the initial policy and its extension).

The federal government initially launched CUAET on March 17, 2022, to provide a rapid safe haven for individuals fleeing Russia’s invasion of Ukraine. To date, approximately 300,000 Ukrainians and their family members have utilized the program to build temporary lives in Canada.
