Canadian Immigration

The Government of Canada has cemented its position as a global research leader by launching the Canada Global Impact+ Research Talent Initiative a landmark, multi-billion dollar investment aimed at recruiting over 1,000 world-leading international and expatriate researchers over the next decade.

This is not a general immigration program; it is a highly targeted academic and scientific strategy backed by a massive commitment of up to $1.7 billion CAD over 12 years.

The initiative includes three distinct recruitment streams and a dedicated infrastructure fund. For top talent abroad, this suite of programs offers the most clear, supported, and strategic pathway to establishing a high-impact research career and Permanent Residence (PR) in Canada.

Priority Research Areas (8 Critical Fields)

To qualify for any stream under the Impact+ Initiative, your research focus must align with one of Canada’s eight strategic priority areas, which are critical for national sovereignty, resilience, and long-term economic growth.

  • Advanced Digital Technologies (AI, Quantum, Cybersecurity)
  • Health, including Biotechnology and Life Sciences
  • Clean Technology and Resource Value Chains
  • Environment, Climate Resilience, and the Arctic
  • Food and Water Security
  • Democratic and Community Resilience
  • Manufacturing and Advanced Materials
  • Defence and Dual-Use Technologies

1. Canada Impact+ Research Chairs (The Top Tier)

This is the cornerstone of the initiative, designed to attract approximately 100 globally recognized research leaders to Canadian universities.

Program Details & Funding

  • Total Investment: Over $1 Billion CAD over 12 years.
  • Award Value: Institutions will receive $4 million or $8 million over an initial eight years (with a potential four-year extension at 50% of the initial value).
  • Purpose: The funding covers the chairholder’s salary, research operations, and equipment.
  • Nomination Process: Candidates CANNOT apply directly. They must be nominated by an eligible Canadian institution (university) that submits a full application on their behalf.
  • Key Requirement: Institutions are explicitly required to provide settlement supports and immigration assistance to the successful nominee.

  • Postdoc Nominee: Must be qualified for postdoctoral research.

🛂 Immigration Pathway to Canada (LMIA-Exempt Work Permits)

A dedicated visa class has not been created for this initiative. Instead, successful nominees will benefit from existing, well-established LMIA-Exempt pathways under the International Mobility Program (IMP), simplifying their arrival.

Stream/RoleImmigration Pathway (Work/Study Permit)LMIA Exemption CodeFamily Open Work Permit Status
Research Chair (TEER 0/1)LMIA-Exempt Employer-Specific Work Permit (Eminent Individual/Research Chair)C12, C22, or similarEligible. Spouse/partner generally qualifies for an Open Work Permit (OWP) as a dependent of a high-skilled worker.
Emerging Leader (TEER 0/1)LMIA-Exempt Employer-Specific Work Permit (Academic/Post-doc)C12, C22, or similarEligible. Spouse/partner generally qualifies for an Open Work Permit (OWP) as a dependent of a high-skilled worker.
Postdoctoral Awardee (TEER 0/1)LMIA-Exempt Employer-Specific Work Permit (Research Award Recipient)C44, C45, or similarEligible. Spouse/partner generally qualifies for an Open Work Permit (OWP) as a dependent of a high-skilled worker.
Doctoral AwardeeStudy Permit (S-1)N/AEligible. Spouses of PhD students remain eligible for an Open Work Permit (OWP) under tightened January 2025 rules.

The Permanent Residence (PR) Advantage

All three high-skilled work pathways (Chairs, Emerging Leaders, Postdocs) will place the principal applicant in a TEER 0 or TEER 1 occupation (NOC 10010, 21201, 21110, etc.), giving them an immediate and significant advantage for Permanent Residence through:

  1. Express Entry: High CRS scores due to high-wage, skilled, arranged employment and Canadian work experience (once acquired).
  2. Provincial Nominee Program (PNP): Near-guaranteed eligibility for specific Human Capital or Express Entry-aligned streams that prioritize academics, researchers, and tech talent (e.g., Ontario’s Tech Draw, BC PNP Skills Immigration: Health/Tech).

Canada Impact+ Research Infrastructure Fund (CIRIF)

To ensure the recruited talent can achieve world-class results, the government is investing $400 million CAD over six years in research infrastructure.

  • Purpose: To support the capital costs (lab equipment, facilities) and operating costs of the new Impact+ Chairs and, where applicable, Emerging Leaders.
  • Funding: Up to $6 million per project.
  • Application: Institutions apply to the Canada Foundation for Innovation (CFI) on behalf of the recruited researchers, ensuring the facilities match the expertise.
