Canada Extends LMIA Exempt Work Permits Under Innovation Stream Until 2028

Executive Summary: Innovation Stream Extended to 2028
Immigration, Refugees and Citizenship Canada (IRCC) has extended the highly coveted Innovation Stream for an additional two years, pushing the expiry date to March 22, 2028. This program allows eligible foreign nationals to bypass the complex LMIA process.
- The Exemption: Job offers under this stream do not require a Labour Market Impact Assessment (LMIA).
- The Catch: The job offer must come from one of the 8 specific companies participating in Canada's Global Hypergrowth Project (GHP).
- Skill Requirement: Roles must fall under high-skilled TEER 0, 1, 2, or 3 categories, with top-tier (TEER 0 & 1) applications receiving expedited processing.
Canada Extends LMIA-Exempt Work Permits Under Innovation Stream Until 2028

Securing a Canadian work permit traditionally relies on an employer proving they cannot find a Canadian citizen to do the job—a long, expensive process known as the Labour Market Impact Assessment (LMIA). But what if you could bypass that entirely?
For highly skilled workers targeting Canada's top tech and healthcare firms, there is a fast-track option: the Innovation Stream. According to a program delivery update published on March 23, 2026, the federal government has officially extended this pilot program for another two years, keeping it active until March 22, 2028.
Find Out if You Qualify for an LMIA-Exempt Work Permit1. What is the Innovation Stream?
The Innovation Stream grants employer-specific (closed) work permits to foreign nationals without the need for an LMIA. However, it is an exclusive pathway. To qualify, you must have a valid job offer from an employer actively participating in the Global Hypergrowth Project (GHP).
The GHP is a targeted government initiative designed to help "game-changing" Canadian companies scale up globally by removing red tape in hiring elite foreign talent.
1. Ada Support Inc.
2. AlayaCare
3. CellCarta
4. Clarius Mobile Health
5. Clio
6. Duchesnay Pharmaceutical Group (DPG)
7. Lightspeed Commerce
8. Vive Crop Protection
2. Eligibility Requirements for the Foreign Worker
Simply getting a job offer from one of these 8 companies is not enough. Your role and your professional background must meet strict federal standards:
- Skill Level: The job offer must fall under Training, Education, Experience and Responsibilities (TEER) categories 0, 1, 2, or 3 of the National Occupational Classification (NOC) system. (Low-skilled TEER 4 and 5 roles do not qualify).
- Qualifications: You must genuinely possess the education and experience outlined in the NOC’s employment requirements for that specific job.
• If your job offer is classified as executive/managerial (TEER 0) or professional (TEER 1), your work permit application will receive faster processing times.
• If you hold an Innovation Stream work permit in a TEER 0 or 1 occupation—or in select, qualifying TEER 2 or 3 occupations—your spouse or common-law partner may be eligible for a Spousal Open Work Permit (SOWP), despite recent strict national crackdowns on spousal permits.
3. Why LMIA Exemption is a Massive Advantage
To understand the value of the Innovation Stream, you must understand how difficult the standard Temporary Foreign Worker Program (TFWP) currently is for employers.
| Standard Work Permit (With LMIA) | Innovation Stream (LMIA-Exempt) |
|---|---|
| Employer must pay a $1,000 ESDC processing fee. | No LMIA fee is required. |
| Employer must prove they advertised the job extensively to Canadians. | No advertising requirement. Companies can hire the foreign talent directly. |
| LMIA processing alone takes 3 to 4 months (before the work permit application even begins). | Worker applies for the work permit immediately, saving months of waiting. |
| Must secure a new LMIA to renew the work permit. | Easier renewals as long as the worker remains with the GHP employer. |
Obtaining a standard LMIA is harder than ever. Canada currently has a complete moratorium on processing low-wage LMIAs in any region where the unemployment rate is higher than 6%. The Innovation Stream acts as a critical bypass for companies that need top-tier talent quickly.
4. The Broader Strategy: Canada’s Hunt for Tech Talent
The extension of the Innovation Stream is not an isolated policy—it is a core pillar of Canada’s aggressive strategy to poach highly skilled global talent, particularly in the tech sector.
As the United States tightens its immigration framework and increases visa fees, Canada is positioning itself as the premier alternative. Prime Minister Mark Carney has publicly highlighted Canada's intent to attract tech workers impacted by H-1B fee hikes and limitations in the U.S. In fact, Canada's latest Immigration Levels Plan formally established a new Permanent Residence pathway specifically for H-1B visa holders.
Other recent measures supporting this tech-forward talent strategy include:
- The Research Talent Initiative (December 2025): Three new streams explicitly designed to welcome and retain international researchers in Canada.
- Express Entry Expansions: In early 2026, IRCC added new category-based selection draws to the Express Entry system, specifically targeting researchers with Canadian work experience.
