For international graduates, the Post-Graduation Work Permit (PGWP) is the golden ticket to Canadian permanent residence. However, approval is never guaranteed. Immigration officers follow strict internal guidelines that go beyond the basic checklist on the IRCC website.

To maximize your chances of success in 2026, you need to understand the nuanced rules that lead to refusals. Here are the 11 most overlooked factors that can jeopardize your application.

1. The "Written Confirmation" Trap (You Can Apply Sooner)

The 180-day clock starts ticking the moment you receive written confirmation of program completion.
Common Mistake: Waiting for the ceremonial diploma or convocation.
The Rule: An official final transcript or a letter from the registrar stating you have met all requirements counts as written confirmation. Once you have this, you can (and should) apply immediately.

2. The "Hidden" Expiry Date of Your Study Permit

To apply for a PGWP from inside Canada, you must have valid status.
The Catch: Your study permit expires on the date printed on the card OR 90 days after you complete your studies—whichever comes first.
The Risk: If you finished classes in April but your permit says valid until August, your status might actually expire in July. Always calculate 90 days from your final grades.

3. Selecting the Wrong DLI Campus

Not all campuses of a Designated Learning Institution (DLI) are PGWP-eligible, especially for private-public partnerships.
The Fix: Use the exact DLI number and campus name listed on the government’s official eligibility list. Selecting the wrong campus code can lead to an automatic refusal.

You must maintain full-time status in every semester of your program (except the final one).

7. Distance Learning & Time Outside Canada

The COVID-era exemptions for online study expired in August 2023.
The Rule: At least 50% of your program must be completed in-class in Canada. Time spent studying outside Canada may be deducted from the length of your work permit.

8. The Passport Expiry Limit

IRCC cannot issue a permit past the expiry date of your passport.

Exempt: Master’s and Doctoral graduates.

You can only get one PGWP in your life.

You cannot extend it (unless due to passport expiry). You must switch to an LMIA-based work permit or a Bridging Open Work Permit (if you have applied for PR).
