IRCC Freezes PGWP Eligible Programs List for 2026

In a significant move to provide stability for international students, Immigration, Refugees and Citizenship Canada (IRCC) has officially announced a freeze on the list of educational programs eligible for the Post-Graduation Work Permit (PGWP).

As of January 15, 2026, IRCC confirmed that no fields of study will be added or removed for the remainder of the year. This decision provides much-needed certainty for students who were anticipating a major overhaul of eligible programs this month.


The 2026 Freeze: What You Need to Know

The Canadian government had previously signaled in 2025 that it would perform a deep review and potential removal of various programs in “early 2026.” Today’s update effectively pauses those plans, keeping the current list of 1,107 programs fully active.

  • No Removals: The 178 programs previously slated for removal in June 2025 (and later paused) will remain eligible throughout 2026.

  • No Additions: Students should not expect any new fields of study to be added to the eligibility list until 2027 at the earliest.

  • Planning Security: Prospective students can now apply for 2026 intakes with the assurance that their program’s PGWP eligibility status will not change mid-year.


Are You Affected? Check Your Level of Study

The “Field of Study” requirement does not apply to all international students. Eligibility depends on the specific credential you are pursuing:

Important Note: If you are in a degree-level program (Bachelor’s, Master’s, or Doctorate), you remain exempt from these restrictions. You can study any subject and still apply for a PGWP, provided you meet other standard criteria.


The 6 High-Demand Sectors for 2026

For college and non-degree students, your program must fall into one of the following priority sectors to qualify for a PGWP. The frozen list currently includes 1,107 eligible programs across these areas:

  • Healthcare & Social Services: Nursing, Pharmacy Tech, Medical Lab Science.

  • STEM: Computer Science, Engineering Technologies, Data Science.

  • Trades: Welding, Electrical, Carpentry, Automotive Service.

  • Education: Early Childhood Education (ECE), Educational Support.

  • Agriculture: Sustainable Agriculture, Food Production, Horticulture.

  • Transport: Aviation Maintenance, Marine Diesel, Logistics Management.


How to Confirm Your Eligibility

To ensure your program is safe under the 2026 freeze, you must verify its CIP Code (Classification of Instructional Programs). This is a six-digit code assigned to your specific program of study.

  1. Find your CIP code: Look at your Letter of Acceptance (LOA) or search your college’s website for the program details.

  2. Cross-reference: Check the Official IRCC CIP List to see if your code is among the 1,107 eligible entries.

  3. Check Timing: Your program must be on the list either at the time you apply for your study permit or at the time you apply for your PGWP.


Summary of PGWP Changes (2025–2026)

Initially, IRCC attempted to cut 178 programs in mid-2025 while adding 119 others. Due to industry feedback and a need for workforce stability, the “removals” were paused. By freezing the list now in early 2026, the government is prioritizing workforce continuity in high-shortage sectors like healthcare and trades while managing the overall volume of temporary residents.
