Following a massive overhaul of the Express Entry system last month, Immigration, Refugees and Citizenship Canada (IRCC) has officially put its new rules to the test. On March 5, 2026, IRCC held the very first targeted draw for the newly created Senior Managers with Canadian Work Experience category.

In this highly exclusive 14th draw of the year, the department issued 250 Invitations to Apply (ITAs) to qualifying executives, with the Comprehensive Ranking System (CRS) cut-off score dropping to an accessible 429.

1. The Details: 429 CRS and the Tie-Breaking Rule

To receive an invitation in this historic round, candidates needed to meet the baseline eligibility for the Senior Manager category and hold a minimum CRS score of 429.

The Tie-Breaking Timestamp:
As is standard with highly targeted draws, IRCC applied a tie-breaking rule. The timestamp for this draw was August 19, 2025, at 3:10 p.m. UTC. If you had exactly 429 CRS points, you only received an ITA if you submitted your Express Entry profile before that specific date and time.

2. Who Qualifies for the Senior Manager Category?

This category was first announced in February 2026 to re-balance the Express Entry pool and reward proven executive leadership within Canada.

To be eligible, candidates must have at least 12 months of Canadian work experience within the last three years. Furthermore, that experience must fall strictly under one of four "NOC 000" National Occupation Classification codes:

  • NOC 00010: Legislators
  • NOC 00011: Senior government managers and officials
  • NOC 00012: Senior managers – financial, communications, and other business services
  • NOC 00013: Senior managers – health, education, social and community services, and membership organizations
The Importance of Canadian Experience: Unlike other category-based draws (such as French-Language proficiency or Healthcare), this specific category mandates that the qualifying work experience must have been obtained inside Canada. Foreign executive experience will not qualify you for this specific draw type.
