The deal is part of a broader “New Strategic Partnership” that includes easing trade barriers specifically involving Canadian canola and Chinese electric vehicles (EVs) while fundamentally lowering the hurdles for personal and professional mobility.

⚠️ Critical Status Update: Implementation Pending

While the political commitment has been made by President Xi Jinping and PM Carney, travelers must remain cautious. As of January 20, 2026, the National Immigration Administration (NIA) of China has not yet issued the official implementing circular.

  • Current Status: The policy is “under active consideration” and not yet legally in force at the border.

  • Travel Advice: Until the official start date is gazetted, Canadians must continue to obtain a visa before flying to China, unless using existing 10-day transit-without-visa or Hainan island exemptions. Airlines are currently instructed to deny boarding to Canadians without a valid visa in hand.
