Alberta’s Strategic Surge: Analyzing the AAIP Second-Largest Draw of the Year

Analyzing the AAIP’s Second-Largest Draw of the Year

The Alberta Advantage Immigration Program (AAIP) has executed one of its largest nomination rounds this year, issuing a combined 1,125 Invitations to Apply (ITAs) across two targeted streams. This surge follows a critical increase in Alberta’s federal nomination allocation, signaling a determined effort by the province to utilize its restored capacity before year-end.

The core strategy focuses on securing two key cohorts: high-volume retention of foreign workers already established in Alberta, and targeted recruitment of high-skill healthcare professionals through Express Entry.

1. The November Draw Summary: High-Volume and Targeted Selection

The AAIP draws, conducted on November 10 and 14, employed different selection mechanisms tailored to the specific needs of each pathway:

DateStreamInvitations IssuedMinimum ScoreFocus
November 10, 2025Alberta Opportunity Stream (AOS)1,04555 (AAIP EOI Points)Retention of current Alberta workers
November 14, 2025Alberta Express Entry Stream – Priority Sectors (Health Care)8052 (AAIP EOI Points)Recruitment of critical healthcare professionals

A. The Alberta Opportunity Stream (AOS) Surge

The November 10 draw was the second-largest selection of the year for the AAIP, with the vast majority of ITAs (1,045) being issued through the Alberta Opportunity Stream (AOS).

  • Focus on Retention: The AOS is designed specifically for temporary foreign workers who are already living and working full-time in Alberta [user input]. This pathway prioritizes retaining the existing labour force with strong local ties, reducing the uncertainty associated with importing workers from abroad.
  • Low Threshold, High Volume: The minimum EOI score for this massive draw was just 55 points (on Alberta’s 100-point EOI grid). This low score reflects the province’s urgent need to fill its quota using established workers, demonstrating that securing a job offer and working in Alberta are the primary criteria for success, rather than maximizing theoretical ranking points.
  • Current Capacity: The AOS has the largest nomination allocation of all AAIP streams, totaling more than 3,656 spots. With this draw, the province has issued 3,120 nominations through AOS this year, leaving approximately 536 nomination spots remaining for the stream in 2025 [user input].

B. Express Entry: Dedicated Healthcare Pathway

The November 14 draw was highly targeted, focusing exclusively on candidates in the federal Express Entry pool who had professional experience in priority healthcare occupations [user input].

  • Minimum Score: The minimum required AAIP EOI score for this draw was 52 points [user input]. This low provincial EOI score is offset by the federal requirement for the Alberta Express Entry Stream, which mandates that candidates must already have a Comprehensive Ranking System (CRS) score of 300 or higher in the federal pool.
  • Strategic Recruitment: This dedicated pathway ensures the AAIP can rapidly secure talent for the province’s most critical sector shortages. The AAIP has issued 494 nominations through priority sector draws this year, out of a total priority allocation of 660 spots [user input].

2. The Context: Alberta’s Restored Capacity and Strategic Urgency

The recent volume of draws is a direct result of the AAIP successfully recovering a significant portion of its nomination capacity, which had been sharply reduced earlier this year due to federal policy changes.

  • Increased Allocation: Alberta recently received an additional 1,528 nominations from the federal government, raising its total allocation for 2025 from 4,875 to 6,403 nominations.
  • Recovery Status: This increase has restored approximately 67% of the province’s 2024 allocation of 9,750 nominations [user input].
  • Urgent Utilization: The province has explicitly stated that this increased allocation will not carry over into 2026 [user input]. This creates a strong administrative incentive for the AAIP to conduct high-volume draws throughout the remainder of 2025 to utilize every available nomination slot, maximizing the province’s intake of high-value candidates.

3. Strategic Considerations for Prospective Applicants

The AAIP’s strategy prioritizes candidates who demonstrate an immediate ability to fill labour market gaps and settle successfully.

  1. Prioritize In-Province Employment (AOS): For those already in Alberta, the AOS remains the most accessible pathway due to its large allocation and consistently low EOI score requirements. Success depends heavily on maintaining eligible full-time employment and ensuring compliance with the minimum language (CLB 4 or 5) and work experience requirements.
  2. Align with Priority Sectors: Candidates with experience in high-demand sectors, particularly Healthcare, Skilled Trades, and Technology, should ensure their Express Entry profiles are active and accurately reflect their occupation, as the AAIP will continue to run highly focused draws targeting these specific fields.
  3. The FSWP Advantage: The Alberta Express Entry stream welcomes candidates from all three federal programs (CEC, FSTP, FSWP). Candidates applying under the Federal Skilled Worker Program (FSWP) need only a minimum CRS score of 300 and must meet the AAIP’s low EOI thresholds (around 52-55 points in recent draws) [user input]. This makes the AAIP an excellent option for those with strong international experience but limited Canadian experience.
